भगवद् गीता अध्याय 18 श्लोक 31

यया धर्ममधर्मं च कार्यं चाकार्यमेव च।
अयथावत्प्रजानाति बुद्धिः सा पार्थ राजसी।।18.31।।

।।18.31।।हे पार्थ मनुष्य जिसके द्वारा धर्म और अधर्मको? कर्तव्य और अकर्तव्यको भी ठीक तरहसे नहीं जानता? वह बुद्धि राजसी है।

।।18.31।। हे पार्थ जिस बुद्धि के द्वारा मनुष्य धर्म और अधर्म को तथा कर्तव्य और अकर्तव्य को यथावत् नहीं जानता है? वह बुद्धि राजसी है।।

।।18.31।। व्याख्या --   यया धर्ममधर्मं च -- शास्त्रोंने जो कुछ भी विधान किया है? वह धर्म है अर्थात् शास्त्रोंने जिसकी आज्ञा दी है और जिससे परलोकमें सद्गति होती है? वह धर्म है। शास्त्रोंने जिसका निषेध किया है? वह अधर्म है अर्थात् शास्त्रोंने जिसकी आज्ञा नहीं दी है और जिससे परलोकमें दुर्गति होती है? वह अधर्म है। जैसे? अपने मातापिता? बड़ेबूढ़ोंकी सेवा करनेमें? दूसरोंको सुख पहुँचानेमें? दूसरोंका हित करनेकी चेष्टामें अपने तन? मन? धन? योग्यता? पद? अधिकार? सामर्थ्य आदिको लगा देना धर्म है। ऐसे ही कुआँबावड़ी खुदवाना? धर्मशालाऔषधालय बनवाना? प्याऊसदावर्त चलाना देश? ग्राम? मोहल्लेके अनाथ तथा गरीब बालकोंकी और समाजकी उन्नतिके लिये अपनी कहलानेवाली चीजोंको आवश्यकतानुसार उनकी ही समझकर निष्कामभावसे उदारतापूर्वक खर्च करना धर्म है। इसके विपरीत अपने स्वार्थ? सुख? आरामके लिये दूसरोंकी धनसम्पत्ति? हक? पद? अधिकार छीनना दूसरोंका अपकार? अहित? हत्या आदि करना अपने तन? मन? धन? योग्यता? पद? अधिकार आदिके द्वारा दूसरोंको दुःख देना अधर्म है।वास्तवमें धर्म वह है? जो जीवका कल्याण कर दे और अधर्म वह है? जो जीवको बन्धनमें डाल दे।कार्यं चाकार्यमेव च -- वर्ण? आश्रम? देश? काल? लोकमर्यादा? परिस्थिति आदिके अनुसार शास्त्रोंने हमारे लिये जिस कर्मको करनेकी आज्ञा दी है? वह कर्म हमारे लिये कर्तव्य है। अवसरपर प्राप्त हुए कर्तव्यका पालन न करना तथा न करनेलायक कामको करना अकर्तव्य है। जैसे? भिक्षा माँगना यज्ञ? विवाह आदि कराना और उनमें दानदक्षिणा लेना आदि कर्म ब्राह्मणके लिये तो कर्तव्य हैं? पर क्षत्रिय? वैश्य और शूद्रके लिये अकर्तव्य हैं। इसी प्रकार शास्त्रोंने जिनजिन वर्ण और आश्रमोंके लिये जोजो कर्म बताये हैं? वे सब उनउनके लिये कर्तव्य हैं और जिनके लिये निषेध किया है? उनके लिये वे सब अकर्तव्य हैं।जहाँ नौकरी करते हैं? वहाँ ईमानदारीसे अपना पूरा समय देना? कार्यको सुचारुरूपसे करना? जिस तरहसे मालिकका हित हो? ऐसा काम करना -- ये सब कर्मचारियोंके लिये कर्तव्य हैं। अपने स्वार्थ? सुख और आराममें फँसकर कार्यमें पूरा समय न लगाना? कार्यको तत्परतासे न करना? थोड़ीसी घूस (रिश्वत) मिलनेसे मालिकका बड़ा नुकसान कर देना? दसपाँच रुपयोंके लिये मालिकका अहित कर देना -- ये सब कर्मचारियोंके लिये अकर्तव्य हैं।राजकीय जितने अफसर हैं? उनको राज्यका प्रबन्ध करनके लिये? सबका हित करनेके लिये ही ऊँचे पदपर,रखा जाता है। इसीलिये अपने स्वार्थ और अभिमानका त्याग करके जिस प्रकार सब लोगोंका हित हो सकता है? सबको सुख? आराम? शान्ति मिल सकती है -- ऐसे कामोंको करना उनके लिये कर्तव्य है। अपने तुच्छ स्वार्थमें आकर राज्यका नुकसान कर देना? लोगोंको दुःख देना आदि उनके लिये अकर्तव्य है।सात्त्विकी बुद्धिमें कही हुई प्रवृत्तिनिवृत्ति? भयअभय और बन्धमोक्षको भी यहाँ एव च पदोंसे ले लेना चाहिये।अयथावत्प्रजानाति बुद्धिः सा पार्थ राजसी -- राग होनेसे राजसी बुद्धिमें स्वार्थ? पक्षपात? विषमता आदि दोष आ जाते हैं। इन दोषोंके रहते हुए बुद्धि धर्मअधर्म? कार्यअकार्य? भयअभय? बन्धमोक्ष आदिके वास्तविक तत्त्वको ठीकठीक नहीं जान सकती। अतः किसी वर्णआश्रमके लिये किस परिस्थितिमें कौनसा धर्म कहा जाता है और कौनसा अधर्म कहा जाता है वह धर्म किस वर्णआश्रमके लिये कर्तव्य हो जाता है और किसके लिये अकर्तव्य हो जाता है किससे भय होता है और किससे मनुष्य अभय हो जाता है इन बातोंको जो बुद्धि ठीकठीक नहीं जान सकती? वह बुद्धि राजसी है।जब सांसारिक वस्तु? व्यक्ति? घटना? परिस्थिति? क्रिया? पदार्थ आदिमें राग (आसक्ति) हो जाता है? तो वह राग दूसरोंके प्रति द्वेष पैदा करनेवाला हो जाता है। फिर जिसमें राग हो जाता है उसके दोषोंको और जिसमें द्वेष हो जाता है? उसके गुणोंको मनुष्य नहीं देख सकता। राग और द्वेष -- इन दोनोंमें संसारके साथ सम्बन्ध जुड़ता है। संसारके साथ सम्बन्ध जुड़नेपर मनुष्य संसारको नहीं जान सकता। ऐसे ही परमात्मासे अलग रहनेपर मनुष्य परमात्माको नहीं जान सकता। संसारसे अलग होकर ही संसारको जान सकता है और परमात्मासे अभिन्न होकर ही परमात्माको जान सकता है। वह अभिन्नता चाहे प्रेमसे हो? चाहे ज्ञानसे हो।परमात्मासे अभिन्न होनेमें सात्त्विकी बुद्धि ही काम करती है क्योंकि सात्त्विकी बुद्धिमें विवेकशक्ति जाग्रत् रहती है। परन्तु राजसी बुद्धिमें वह विवेकशक्ति रागके कारण धुँधलीसी रहती है। जैसे जलमें मिट्टी घुल जानेसे जलमें स्वच्छता? निर्मलता नहीं रहती? ऐसे ही बुद्धिमें रजोगुण आ जानेसे बुद्धिमें उतनी स्वच्छता? निर्मलता नहीं रहती। इसलिये धर्मअधर्म आदिको समझनेमें कठिनता पड़ती है। राजसी बुद्धि होनेपर मनुष्य जिसजिस विषयमें प्रवेश करता है? उसको उस विषयको समझनेमें कठिनता पड़ती है। उस विषयके गुणदोषोंको ठीकठीक समझे बिना वह ग्रहण और त्यागको अपने आचरणमें नहीं ला सकता अर्थात् वह ग्राह्य वस्तुका ग्रहण नहीं कर सकता और त्याज्य वस्तुका त्याग नहीं कर सकता। सम्बन्ध --   अब तामसी बुद्धिके लक्षण बताते हैं।

।।18.31।। जहाँ सात्त्विक बुद्धि प्रत्येक पदार्थ को यथार्थ रूप में जानती है? वहाँ राजसी बुद्धि का पदार्थ ज्ञान सन्देहात्मक? अस्पष्ट या कुछ विकृत रूप में होता है। इसका कारण है पूर्वाग्रह और दृढ़ राग और द्वेष।

18.31 O Partha, that intellect is born of rajas with which one wrongly understands virtue and vice as also what ought to be done and ought not to be done.

18.31 That, by which one wrongly understands Dharma and Adharma and also what ought to be done and what ought not to be done that intellect, O Arjuna, is Rajasic (passionate).

18.31. The intellect, by means of which one decides incorrectly the righteous and the unrighteous ones and what is a proper action and also an improper onethat intellect is of the Rajas (Strand), O son of Prtha !

18.31 यया by which? धर्मम् Dharma? अधर्मम् Adharma? च and? कार्यम् what ought to be done? च and? अकार्यम् what ought not to be done? एव even? च and? अयथावत् wrongly? प्रजानाति understands? बुद्धिः intellect? सा that? पार्थ O Partha? राजसी Rajasic (passionate).Commentary There is no proper eivalent in the English language for the word Dharma. Duty? righteousness? virtue? law are very poor translations of the word. That which elevates you and takes you to the goal? i.e.? Brahman or the Self? is Dharma. That which hurls you down into the dark abyss of ignorance is Adharma. What is ordained in the scriptures is Dharma what is prohibited by them is Adharma. A Rajasic intellect is not able to distinguish between right and wrong or to understand the difference between righteous and unrighteous actions.Ayathavat Wrongly Contrary to what is determined by all authorities or men of wisdom or to the highest knowledge.

18.31 O Partha, sa, that; buddhih, intellect; is rajasi, born of rajas; yaya, with which; prajanati, one understands; ayathavat, wrongly, not truly, not by discerning it from all points of view; dharmam, virtue, as prescribed by the scritpures; and adharmam, vice, what is prohibited by them; [By dharma and adharma are implied the seen and the unseen results of actions as revealed by the scriptures; karya and akarya respectively refer to the actual doing of what ought to be done and the not doing of what ought not to be done.] ca eva, as also; karyam, what ought to be done; and akaryam, what ought not to be done-those very duty and what is not duty as stated earlier.

18.31 That Buddhi by which one does not know exactly the twofold Dharma previously mentioned and its opposite, and what ought to be done and what ought not to be done by those intent on them in accordance with place, time and conditions - that Buddhi is Rajasika.

Here Lord Krishna explains that the buddhi or intellect of those who have erroneous conceptions of theism and atheism and do not comprehend what is righteousness and what is unrighteousness and what they entail and have no understanding of what should be done and what should not be done according to time, place and circumstance assuming wrongly what they think they know is incorrect are situated in raja guna the mode of passion.

Deviation in the performance of prescribed Vedic activities or concocting additions to them is against the injunctions of the Vedic scriptures. They along with abstaining from performing prescribed Vedic activities are undeniably situated in raja guna the mode of passion.
